The work provides a critical analysis of numerous works that highlight the state of the economy and social sphere of the Crimean Peninsula and the southern regions of the Ukrainian SSR (up to 1954), the implementation of socio-economic development programs and their results. Particular attention is paid to the problem of the formation of project management mechanisms in the southern regions of Ukraine and Crimea in the conditions of the vertically integrated command-administrative system of the late Stalinist period.
